Local government is the third tier in Nigeria’s federal system. To underscore its importance, section 7(1) of the 1999 Constitution of the Federal Republic of Nigeria specifically guarantees a democratically elected local government system, while schedule 4 of the same constitution defines the functions of the local government

The implication of its constitutionally guaranteed governance structure and its closeness to the people is that the institution of infrastructural development and administration and their norms in governance should be more evident at this level.

But contrarily, local governments in Nigeria are often seen as nurturing grounds for barefaced corruption and near absence of infrastructural development and administration in the conduct of governance local government areas.

Local governments are intended to serve as the lower tiers of governance that will be most responsive to the needs of the people; they are also expected to enhance political participation at the grassroots

However, this is not the case; instead of discharging their functions as development centers, local governments have acquired notoriety for corruption, fiscal indiscipline and overall irresponsibility. The lack of integrity, Infrastructural development and Administration at the level of governance definitely constitutes a heavy toll on the well-being of ordinary Nigerians

Stealing has become a major hobby and pastime for Nigerians in high places. It has become a big time business. All arms of government are affected, local government inclusive.

Every government owes it citizens the duly to develop them through the provision of portable water, health care, education, roads, food, shelter, and any socio-economic variables.

Omooba Damilare Bello mentioned women development gender in communities changed lately whereby women now play equal role as men in owning lead large companies, very active in their families and communities, own personal businesses, manage big organizations, head political groups, earn higher academic degrees from all sectors equal to men, to mention but few as, as you can see my party made a good choice with regards to my message my able vice chairmanship candidate is female and we made this choice to strike a balance in the development of women.

Youth and Sport Development

My focal point Sport is a powerful tool to strengthen social ties and networks. In addition, sport has been proven an effective catalyst for promoting ideals crucial for peaceful, locally-driven development.

Grassroots Soccer exemplifies how sports can enhance the effectiveness of health education. The best values of sports, integrity, inclusiveness, and empowerment, mutually reinforce other public health and youth empowerment objectives in this model.

The program concurrently engages youth and communities to come together, strengthening community support and public health awareness. Meanwhile, designing and implementing the project through trained youth builds their capacity and motivates them to succeed independently. Health Council, and the Children’s Health Council have consistently and repeatedly evidenced the results of sports through development and the program’s positive effects on children in the developing world.

Peace Development/ Community Policing

Looking at the obvious resentment many people have about Nigeria’s security operatives, it is enough to explore its relevance in community policing. Community policing offers a myriad of opportunities in Nigeria, depending on how it is structured and applied. One crucial element to consider should be how it can maintain fruitful relations and promote community action against crime and conflict.

It is not enough for its members to be drawn from the communities, but their perspective towards carrying out their operations is key to building community partnerships and promoting durable peace. Therefore, to make community policing work, implementing states must explore different angles.

Winning the support of community residents will aid security. Community policing actors must step in to build public trust through fair policing, professionalism and proper conduct without bias. To cultivate public trust, community policing actors must take a cue from the perception of people towards existing formal security structures. High-handedness, corruption and other professional misconduct that alienates people from security agencies should be avoided.

Community policing strategy should favour community cohesion. Divided communities are prone to violent conflict. The policy framework must be designed to align and collaborate with existing community-based groups to understand community needs. The partnerships will improve responses to adopt in addressing issues around crime and conflict.

The familiarity of community policing actors with residents will be valuable in mobilizing community groups towards suing for peace in the face of conflict or working together to tackle criminality at the community level.

Education and Social Development

There are many reasons to believe that increased educational opportunity and achievement lead to social progress. The aim of this chapter is to examine how educatıon can promote social progress. Answering this question is not straightforward. Education has multiple aims, and the way in which education is provided – educational governance, educational institutions, educators, curriculum, and pedagogy – all matter a great deal. We cover each of these topics in this chapter, looking at trends across the globe and seeking ascertain what scholars know about better and worse forms of educational provision.

To understand the connection between education and social progress, we distinguish among four distinct aims of education: economic, civic, humanistic, and equity promotion.

Each of these goals can be understood from an individual and collective perspective.

Education develops productive skills, and this is valuable for the individual, to advance in the labor market and for society, to improve and maintain prosperity and compete in a globalized economy.

Education develops civic skills, and this is valuable for the individual, to allow for meaningful participation in civil society and political life, and for society, to benefit from an informed and engaged citizenship.

Education develops human talents and interests, and this is valuable for the individual, allowing for personal flourishing, and for society, since the expansion of knowledge and human achievement are valuable for their own sake.

Education can be a vehicle for equity and greater social inclusion, or when absent, poorly delivered or unfairly distributed, a vehicle for injustice and greater social exclusion

Overall, education is about the unleashing of human capabilities: economic, civic, and humanistic. When education is successful, it enables individuals not merely to exercise their agency in participating in economic, civic, and humanistic activity but also to shape or re-shape economic, civic, and humanistic life. When we think about the relationship between education and justice, we reach two additional conclusions. First, justice demands that every individual be afforded equitable educational opportunities. Second, the provision of educational opportunity, across all four goals, is essential to social progress and the advancement of justice. This includes access to education, experiences within it, and outcomes from it.

Omooba commended the organizers and encouraged them to continue to raise the bar “this is an avenue for us to recover our local government from saboteur.
